About Minority Serving Institutions Training

Pursuant to the White House Initiative's on providing Federal Assistance to Minority Serving Institutions (MSI), consummated by Executive Orders, the U.S. Department of Health and Human Services (HHS) has initiated a Federal Contract Training Program entitled "Preparing and Submitting Government Contract Proposals."

RGF Consulting Corporation (RGFCC) has been engaged by HHS to conduct the subject training entitled "Preparing and Submitting Government Contract Proposals".

The scope is to train Minority Serving Institutions and Minority Owned Small Businesses to become familiar with the processes and procedures associated with Government Contracting and to identify and pursue contract opportunities with HHS.

The curriculum includes as a minimum:

  • The evaluation and response to competitive solicitations; Request for Information (RFI); Request for Proposals (RFPs)
  • Concepts of teaming and subcontracting
  • Technical Proposal Writing
  • Crafting Cost Proposals
  • The Selection Process

All training practices are in line with the Federal Acquisition Regulation (FAR), federal marketing practices and labor laws.

Based on research, we believe Minority Serving Institutions share this focus (MSI and Minority Owned Small Business relationships), thus our interest in conducting this training in a progressive environment is a vision shared by all involved. We are striving to ensure that institutions take advantage of this great opportunity by encouraging maximum participation.

HHS recognizes the contributions that can be made by MSI and Minority Owned Small Businesses and want to increase the number of contract awards by stimulating collaborations and joint contract proposals submitted by MSI and Minority Owned Small Businesses. Therefore, these workshops will allow persons' to meet, greet and network with each other, and gain greater insight into what HHS looks for in evaluating proposals (offers) submitted in response to its Request for Proposals (RFPs). The effectiveness of this training will be measured through a post analysis assessment and follow-up with a sampling of attendees.

  • Administrators, Department Heads and Faculty- especially Sciences, Business Administration, Health Professionals
  • Faculty and Staff - especially Sciences, Business Administration, Health Professionals, Office of Sponsored Programs, Office of the Controller, and other interested parties.
  • Graduate Students - especially those in Masters and PhD programs
  • Small Business Owners, Managers - especially developing 8(a), Hub-Zone, and Service Disabled Veteran-Owned Small Businesses

The training will be a two (2) day workshop.

The U.S. Department of Health and Human Services ranks second behind the U.S. Department of Defense in requested budget dollars for FY 2008. Please note that this two-day training event is at no cost to attendees. Additionally, we will be extending an invitation to all Minority Serving Institutions and Minority Owned Small Businesses in the immediate area of each workshop location.
